According to the tracker, the feature has been seen on the WhatsApp beta 2.24.17.24 version. According to the shared screenshot, the feature will be introduced as ‘Restrain Unknown Account Messages’. It has a toggle button, which seems to be kept off as default and users will be able to enable it through settings.

It is written in the description of this feature, (translated) “To protect your account and to improve the device performance, WhatsApp will block the message coming from unknown account if they cross a certain volume.”
