Scientists say that these are not the moon born near Neptune, but they are born elsewhere. Then later Neptune’s gravity pulled them. After which they started circling it.

The moon of Neptune is more bright, it is about 23 kilometers wide, and it completes a round of Neptune in 9 years. At the same time, the moon which is less shiny is about 14 kilometers wide. It completes a round of the planet in 27 years.
